Leadership Announcements - March 28, 2023
Charleston County School District (CCSD) is delighted to announce and welcome Toya Hampton as the Director of Achieve Charleston, a CCSD initiative designed to create guaranteed post-secondary opportunities for high school seniors by leveraging local partnerships and resources. These efforts are aimed at providing all students with world-class college, technical college, and career opportunities in the community and beyond.
Hampton came to Charleston from Seattle in 1995 by way of Americorps National Civilian Community Corps (Americorps NCCC). Americorps NCCC, a domestic service program for 18-24 year olds similar to the Peace Corps, hired her as a team leader after college and before she attended law school. Attributed largely to her own post-grad experience in Americorps, Hampton feels strongly that every student deserves a similar opportunity to work or to go to college if they so choose after graduating high school.
“The Charleston community can provide great opportunities for all students to access this with the partnership and support of CCSD’s Achieve Charleston initiative,” Hampton contends. In addition to her time spent in Americorps, Hampton has been part of the Liberty Fellowship, a statewide leadership and service network, since 2006.
However, it’s Hampton’s service on the Charleston County School Board as a Trustee from 2006 to 2012 that has garnered her significant attention. During her six years on the board, Hampton dedicated her efforts to improving the public school system and lent her support for the construction of numerous new school buildings.
An accomplished lawyer, Hampton has practiced in the state of South Carolina for 22 years. In addition to serving on several local and state boards such as the City of Charleston Board of Architectural Review, South Carolina Women Lawyers Board of Directors, Synovus Bank Board of Directors, Wings for Kids Board of Directors, and the College of Charleston Women’s and Gender Studies Community Advisory Board. She has also spent some of her professional time at the South Carolina School Boards Association as the Director of Policy and Legal Services.
“We are extremely excited and grateful to have Ms. Hampton’s skills and expertise back in service to the students and families of Charleston County School District,” said Deputy Superintendent of Schools Anita Huggins. “We know from her commitment and dedication to improving student outcomes as a valued Trustee that she will help create and strengthen important partnerships within the community to better ensure post preK-12 for all of our children.”
Hampton holds a degree in Communications from the University of Washington and a Juris Doctorate from the University of Miami School of Law. She is a member of several associations including the South Carolina Bar Association and the Charleston County Bar Association.
In her new role as Director of Achieve Charleston, Hampton hopes to bring her business sense to the table for the benefit of the students as she develops more partners with the district.
Charleston County School District is proud to announce Oscar Douglas as Interim Executive Director of Employee Relations and Human Resources Compliance. Douglas joined the district in 2017 as Deputy Director of Security & Emergency Management before serving as the district’s Director of General Counsel Investigations for the past three years.
Douglas is a native Charlestonian with nearly thirty years of expertise in law enforcement, security, corporate investigations, and case management. In the early 1990s, he began a 10-year law enforcement career locally as both a state agent and an investigator with the Charleston Police Department Special Operations Division. In 2000, he embarked upon a career in private security as a small business owner, while also carrying out Department of State missions internationally in Iraq and becoming a tenured adjunct professor in the field of criminal justice.
In his new role, Douglas will lead the general counsel, employee relations, and risk management offices, as well as direct and support Title IX and human resources policy and procedure compliance.
“We are thrilled to welcome Mr. Douglas to this new position,” said Chief Human Resources Officer Bill Briggman. “His demonstrated leadership coupled with his expansive knowledge and expertise in law enforcement, case management, and special investigations are invaluable, making him an excellent fit for this role and an asset to our district.”
Douglas holds a Bachelor of Arts in Political Science with a minor in Law & Criminal Justice from The Citadel. He also holds a Master of Arts in Intelligence and Security Studies and a Graduate Certificate in Homeland Security from The Citadel. Douglas has served in leadership roles on several boards and local civic commissions. He is a recent graduate of Furman’s Riley Institute Diversity Leaders Initiative program and serves as Chair of the Racial & Ethnic Disparities Committee on the Governor’s Juvenile Justice Advisory Council.
