CCSD welcomes new Chief Financial Officer
Charleston County School District (CCSD) is delighted to announce and welcome Daniel Prentice as Chief Financial Officer. Prentice, a proud CCSD graduate, joins the district from Dorchester County, where he has served as Deputy County Administrator and Chief Financial Officer since 2016.
Prentice entered the field of finance in 2015 as budget manager for the Town of Mt. Pleasant (TOMP). In this role, he was responsible for developing and administering annual capital and operating budgets totaling $100 million as well as preparing and reviewing forecasts for all funds and performing routine high-level economic analysis. During his time with the TOMP, Prentice successfully developed the town’s data transparency portal allowing public access to budget and financial data, deployed a digital capital projects management system, and created a multi-stream, multi-scenario financial forecasting model for long-range budget planning.
A talented and insightful leader, Prentice was selected as Dorchester County’s Deputy County Administrator and Chief Financial Officer just one year later. Since 2016, Prentice has overseen the daily operations of seven departments and 150 employees while managing the finances for the 12th largest and fifth fastest-growing county in the state. He has worked annually to formulate a $200 million annual spending plan, ensure fiscal compliance, and provide policy guidance and strategic planning.
While at Dorchester County, Prentice was instrumental in commissioning and completing numerous projects to increase the County’s fiscal well-being. Some of his various accomplishments include updating the county’s procurement ordinance to comply with state regulations and adhere to best practices in public procurement; implementing a new job order contracting program to expedite capital project timelines; commissioning a facilities maintenance assessment, master plan, and space needs analysis to guide leadership on highest and best future use; and implementing a multi-year, $5 million program to renovate and updated all County facilities. He also developed the County’s first Annual Comprehensive Financial Report (ACFR), enhanced IT infrastructure and implemented the first phase of the new County tax system, and assisted with the creation of a consolidated countywide fire service with a $10 million budget and 100 employees.
“We are excited to welcome a leader of Mr. Prentice’s caliber to the District,” said Acting Superintendent Anita Huggins. “His work with the Town of Mt. Pleasant and Dorchester County has demonstrated significant savings and systemic improvement to both organizations. He clearly has a heart for children and for ensuring our schools are well-served. We are eager to welcome him to CCSD.”
Prentice earned a Bachelor of Science in Accounting from the College of Charleston and a Master of Business Administration from Louisiana State University Shreveport. He is the recipient of several awards including the 2013 City of Charleston Volunteer Award, the GFOA Distinguished Budget Award (eight years), and the GFOA Excellence in Financial Reporting Award (five years). He is also Six Sigma Green Belt certified. Additionally, Prentice serves as a South Carolina Counties Other Post Employment Benefits Trust Trustee and as a member of the state’s Tourism Expenditure Review Committee. His professional memberships include the National and South Carolina Government Finance Officers Association, South Carolina City and County Managers Association, International City and County Managers Association, and the South Carolina Association of Counties.
