Charleston County School District is pleased to announce Kerry A. Doucette as the District's Director of Procurement Services. Doucette brings more than 20 years of executive procurement, strategic sourcing, and public sector contracting experience, with a distinguished career serving educational institutions, government agencies, and municipal organizations.

"Kerry's experience in public procurement and strategic sourcing makes him an outstanding addition to our finance team. His commitment to transparency, efficiency, and fiscal stewardship will strengthen our procurement operations and help ensure we continue to maximize resources in support of our schools and students,” said Deputy CFO Jessica Carraher.

Throughout his career, Mr. Doucette has built a reputation for strengthening procurement operations through strategic leadership, operational excellence, and a steadfast commitment to transparency, compliance, and fiscal responsibility. Most recently, he served as Director of Strategic Sourcing at Houston Community College and was selected to serve as the institution's Interim Executive Director of Procurement Operations, where he led districtwide procurement strategy, supplier management, contract administration, and small business development initiatives. During his tenure, he helped modernize procurement processes, improve operational efficiency, and support a $425 million bond-funded capital program.

Doucette's career also includes leadership positions with the Harris County Department of Education's Choice Partners Cooperative, where he managed cooperative purchasing programs serving public entities nationwide, and the Recovery School District in New Orleans, where he established procurement systems and contracting processes during the district's rebuilding efforts following Hurricane Katrina. His experience spans procurement transformation, contract lifecycle management, supplier relationship management, capital project procurement, and regulatory compliance.

"At CCSD, we are committed to building strong systems that support our schools and the people who serve them,” said Superintendent Anita Huggins. “Kerry's experience, integrity, and dedication to public service make him an excellent addition to our leadership team. We are excited to welcome him to CCSD and look forward to the contributions he will make for our students, employees, and community."

A graduate of Southern University with a Bachelor of Science in Business Management, Mr. Doucette holds the prestigious Certified Public Purchasing Officer (CPPO) designation and maintains professional affiliations with the National Institute of Governmental Purchasing (NIGP) and the Southeast Texas Association of Public Procurement.

As Director of Procurement Services, Mr. Doucette will lead Charleston County School District's procurement operations, ensuring responsible stewardship of public resources while advancing efficient, transparent, and customer-focused purchasing practices that support the District's mission of providing exceptional educational opportunities for every student.

Charleston County School District is pleased to welcome Kerry Doucette to the team and looks forward to the leadership and expertise he will bring in advancing efficient, transparent, and responsible procurement practices across the district.
