Seal of Biliteracy

The South Carolina Seal of Biliteracy is a nationally recognized award given by the South Carolina Department of Education to certify that students have attained a level of biliteracy at the time of high school graduation.

Biliteracy refers to having a functional level of proficiency in two languages. In order to earn the Seal of Biliteracy, students must demonstrate at least an Intermediate Mid level of language proficiency. This is the same proficiency level that is needed for learners to function in the workforce, based on the data analyzed by the ACTFL and used to produce their Oral Proficiency Levels in the Workplace document.

Students must fill out the “SC Seal of Biliteracy Form” application sent to their schools.
Students must meet both qualifications regardless of the students' first/heritage language:
- Qualification 1: demonstrate at least Intermediate Mid proficiency in a language other than English on an approved proficiency assessment.
  - Most common proficiency assessments: Avant STAMP 4S, ALIRA, Avant STAMP WS
  - Testing must occur during the student's junior or senior year.
- Qualification 2: demonstrate English Proficiency
  - Students must have an overall 3.0 GPA in ELA OR an overall composite score of 4.4 on the ACCESS Test. Additionally, students who are deaf can qualify by earning Intermediate Mid or higher on the ASL STAMP Test.
