Second Grade - Gifted and Talented Program
SC State R43-220 specifies the required screening and identification of all students in second grade for the academically gifted and talented program. In order to be identified as academically gifted and talented in South Carolina, students must have a composite aptitude score at or above the 96th national age percentile or meet two out of three dimensions of eligibility: aptitude, achievement, or performance. For the initial step in this screening and identification process, all students in grade 2 will be given The Cognitive Abilities Test (CogAT®), an aptitude test.
Read to Succeed Program
Act 284 (Read to Succeed) requires that a student must be retained in the third grade if the student fails to demonstrate reading proficiency at the end of third grade as indicated by scoring at the lowest achievement level on the state summative reading assessment SC READY. A student may be exempt for good cause from the mandatory retention but shall continue to receive instructional support and services and reading intervention appropriate for their age and reading level.
