School Transfer: One of Three Options Under NCLB

Federal guidelines under No Child Left Behind Act of 2001 (NCLB) require that Title I schools identified as not making Adequate Yearly Progress (AYP) for two or more years offer students three choices. One of these choices is transferring through NCLB public school choice with transportation provided. The information below describes what this process was for the 2011-2012 school year.

A Title I school is identified as “in need of improvement” based upon a school not meeting the state’s definition of Adequate Yearly Progress (AYP) for two years consecutively in the same targeted areas.  Most times, confusion is made with the state rating on the school report card (At-Risk, Below Average, Average, Good, Excellent) and AYP ratings.  The state rating is not part of federal law, nor is it related to the NCLB parent options.

The federal school improvement identification statuses are:

  • Newly Identified (NI) – Missed AYP for two consecutive years.
  • Continuing School Improvement (CSI) – Missed AYP for three years.
  • Corrective Action (CA) – Missed AYP for four years.
  • Plan to Restructure (RP) – Missed AYP after one full year of corrective action.
  • Restructure – Missed AYP after two years of corrective action.
