Early Head Start Programs
Early Head Start for the 2013-2014 Academic Year
Charleston County School District’s (CCSD’s) Early Head Start and Head Start Programs are currently accepting applications for the 2013-2014 school year.
A family may apply if it includes a pregnant woman or a child ages birth through five years old. The Early Head Start and Head Start programs are funded through the United States Department of Health and Human Services.
Although most Early Head Start and Head Start families must meet low-income guidelines, the programs may accept a certain percentage of families whose incomes exceed the federal income poverty guidelines. Please note that children (with or without a diagnosed disability) may apply for Head Start at any time during the school year on or after their third birthday. Before this age, children may be eligible for Early Head Start.
The recruitment process for these programs is ongoing. However, please note that space is limited.

How to Apply
- please visit your closest center. Please bring the following:
- Proof of income (the total money earned or received before deductions of the family of the child) for the past twelve months,
- The child’s legal birth certificate,
- Proof of Residency,
- South Carolina Immunization Certificate,
- Medicaid Card or Private Insurance (if applicable), and
- Current Physical and Dental Exam (if available).

What are CCSD's Early Head Start Programs?
Early Head Start (EHS) was launched in 1995 to provide Comprehensive child and family development services for low-income pregnant women and families with infants and toddlers ages birth to two-and-a-half years. It is a national program that promotes school readiness by enhancing the social and cognitive development of children through the provision of educational, health, nutritional, social and other services to enrolled children and families.
The purpose of the program is to:
- Enhance children’s physical, social, emotional, and intellectual development
- To support parents’ efforts to fulfill their parental roles
- To help parents move toward self-sufficiency
Each enrolled child attends at no cost and receives center-based and home-based services which include:
- A full-day program focusing on literacy with a research-based curriculum;
- On-going assessments to monitor the child’s progress; and
- Services that include dental, health, nutrition, mental health, disability and family support.
